The “Urban Outbreak Online Simulation” finds players responding to a notional disease outbreak in a fictional developing nation. Building on the work of the 2019 Urban Outbreak wargame, the simulation requires players to identify key stakeholders and actions to respond to a rapidly unfolding public health crisis.

The College of Maritime Operational Warfare (CMOW) has been the most recent beneficiary of the program with the addition of two visiting research scholars contributing to its Humanitarian Response Program (HRP).

The U.S. Naval War College’s Civilian-Military Humanitarian Response Program has jumped into action to help fight the spread of COVID-19. Faculty members have been working on at least four different efforts to assist Rhode Island and other responders in combating the infectious respiratory disease.

From 17-18 September 2019, the Uniformed Services University of the Health Sciences (USUHS) - National Center for Disaster Medicine and Public Health (NCDMPH) and the United States Naval War College (NWC) conducted a fictional game focused on an outbreak of a transmittable virus in a Mega City at Johns Hopkins University’s Applied Physics Lab (JHU-APL).

U.S. Naval War College Humanitarian Response Program (HRP) hosted 21 distinguished visitors from Harvard Medical School for a disaster-response simulation on Jan. 31 as part of a burgeoning academic partnership.

Just days before Hurricane Irma made landfall in the United States, Humanitarian Response Program students were at the Massachusetts Institute of Technology (MIT) meeting with the designers of RiskMap, a new crowdsourced platform launched domestically in Broward County, Florida to track and map flooding.

This paper attempts to fill the lack of evidence-based research about the use of Humanitarian Notification Systems for Deconfliction (HNS4D) around the world by examining the state of 13 UNOCHA and USAID managed HNS4D mechanisms employed in 11 contexts around the globe.

This article in the Expeditions Journal explores trends in Russian foreign humanitarian assistance (FHA) during the past 15 years by using open-source data from 40 Russian entities that have reported delivering aid 5,014 times to Georgia, Ukraine, Syria, and Nagorno-Karabakh.

This paper analyzes the effect of disasters on affordable housing construction. Exploiting the exogenous timing of disasters and 26 years of affordable housing data, we derive causal estimates of the effect of severe floods on county-level Low-Income Housing Tax Credit (LIHTC) allocations nationwide.

The study aims to complement existing data, data-management tools, and software used in humanitarian demining by presenting a new method of using open source data to count numbers of explosive weapons used in a conflict using Syria as a case example.

The risk of COVID-related death amongst communities of color is significantly higher nationally compared to the white population, & life expectancy among these groups is projected to fall 3–4 times more than white counterparts as a result of the pandemic. However, there is no commonly accepted criteria for how federal, state, & local governments should identify and better care these populations.

This research aims to assess civilian perception and interaction with Nigerian military’s involvement in epidemic response, using insights from both the military and civilian populations. Recommendations provided in the report aim to improve civilian-military stakeholder collaboration.
