Popular Culture and the State and in East and Southeast Asia by Nissim Otmazgin (Editor); Eyal Ben-Ari (Editor) This volume examines the relations between popular culture production and export and the state in East and Southeast Asia including the urban centres and middle-classes of Taiwan, South Korea, Japan, Singapore, Indonesia, Malaysia, China, Thailand, and the Philippines. It addresses the shift in official thinking toward the role of popular culture in the political life of states brought about by the massive circulation of cultural commodities and the possibilities for attaining "soft power". In contrast to earlier studies, this volume pays particular attention to the role of states and cross-state cultural interactions in these processes. It is the first major attempt to look at these issues comparatively and to provide an important corrective to the limitations of existing scholarship on popular culture in Asia that have usually neglected its political aspects. As part of this move, the essays in this volume suggest a widening of disciplinary perspectives. Hitherto, the preponderance of relevant studies has been in cultural and media fields, anthropology or history. Here the contributors explicitly draw on other disciplinary perspectives - political science and international relations, political economy, law, and policy studies - to explore the complex interrelationships between the state, politics and economics, and popular culture. Cell Phones, Complicity, and Class Politics in the Philippine Labor Diaspora This article addresses the politics of class, culture, and complicity associated with Philippine gendered-labor export. Several examples drawn from multisited ethnographic research explore two faces of class: migrant performances of subordination contrasted with militancy in the labor diaspora. With few exceptions, the literature on Philippine women in domestic service has emphasized disciplined subjectivities, the everyday dialectics of subordination. But class is also represented in these same relationships, understandings, and actions. Alternatively, the political expressions of Philippine overseas workers, and their supporters, is a feature of Philippine migration that is not often mentioned in writing concerned with migrant inequalities. This article proposes a reconciliation of these two faces of class expression by exploring how new media, primarily cell-phone technologies, enhance possibilities for organized and personal resistance by Filipino migrants, even as they facilitate migrant acquiescence, linked here to gendered subordination and class complicity, in the contentious reproduction of the migrant labor force.
The Potential of Mobile Remittances for the Bottom of the Pyramid: Findings from Emerging Asia This paper aims to explore the extent to which low-income migrant workers in emerging Asia are aware of and are likely to use mobile phones for remitting money to family members at home. Data were obtained through a survey of 1,500+ local and overseas migrant workers at the bottom of the socio-economic pyramid and subsequent qualitative research in Bangladesh, Pakistan, India, Sri Lanka, the Philippines and Thailand. Findings reveal that less than a quarter of respondents in India, Pakistan and Sri Lanka were aware of such services. However, the Philippines and Thailand reported awareness of levels of over 40%. Using a logit model to assess socio-economic characteristics of those aware of such services (versus those who are not), findings revealed those aware of such services tended to enjoy higher standards of living, in terms of both income and education and ownership of mobile phones and bank accounts. Barriers to use are also explored. This study is likely one of the first of its kind in attempting to empirically estimate socio-economic characteristics of those aware of such services versus those who are not. Such findings can, undoubtedly prove useful to operators in deciding how best to market such services, including addressing potential barriers to use, such as perceived ease of use and trust and reliability issues.
The Price Sensitivity of Mobile Use Among Low Income Households in Six Countries of Asia The private sector in developing countries is increasingly interested in extending mobile telephony services to low income and rural markets that were previously considered unprofitable. Determining the right price is a central challenge in this context. Despite known limitations, the Contingent Valuation (CV) method, which elicits information on the Willingness to Pay (WTP), is a useful guide to pricing decisions. The present study draws on data generated using the CV method to examine whether mobile use is sensitive to small declines in the current per-minute price of use for low income households in six countries of Asia: Bangladesh, India, Pakistan, Philippines, Sri Lanka, and Thailand. A Heckman model is used to correct for the sample selection problem arising from the study of mobile phone owners alone. We find that demographic criteria, including income, are not significant in explaining whether usage is responsive to price fall, although they appear important in determining mobile phone ownership. Instead, subscription to multiple service providers has an important association with the price sensitivity of use: Those with multiple SIM cards are likely to increase usage when price falls whereas those who report that they would not switch service providers are unlikely to do so. The study further finds that consumption would increase among those with a more diversified use of mobile services (to participate in competitions and to access government services) and among more 'limited' users (those who attach a greater importance to the emergency uses of the phone). Overall the findings suggest that there exists a latent demand for mobile minutes among low income households that can be tapped through a small reduction in price. However, given the relatively low profit margins in these markets and the ability of users to switch between service providers quickly and at low cost, competing on price could threaten the long term survival of firms. Non-price strategies would therefore be important for firm survival and sustainable service delivery.

Citizen-Centric Perspective on the Adoption of E-Government in the Philippines There is only little literature on the state of e-government adoption in developing countries. Critics claim that the development of electronic public services has been primarily guided by supply side factors (e.g., availability and level of sophistication of online government services) and that technological possibilities rather than user needs have determined the design of online public services.
Effectiveness of the Computer and Internet Literacy Project in Public High Schools of Tarlac Province, Philippines Evaluation is important to gauge the strengths, weaknesses and effectiveness of any activity. This study evaluated the iSchools Project implemented in the Public High Schools of Tarlac Province, Philippines by the Commission on Information and Communications Technology (CICT) in partnership with the selected State Universities and Colleges. Using survey questionnaires, data were gathered from the public high school teachers who were the recipients of the project. To supplement data from the survey, interviews with Principals and ICT Coordinators and actual observation of classes in the laboratory were also done. Findings showed that the beneficiary schools encountered problems in project implementation. These problems include hardware failure, difficulty on the use of software package, lack of follow-up on capability building, no available internet connection, limited access to the laboratory, and lack of repair/maintenance of the equipment in the laboratory. Despite these problems, however, the project was rated by the teachers as very satisfactory in terms of project administration, project components, and project delivery system. This implies that the project in general was effective in attaining its objectives which is ICT integration in education and to bridge the digital divide among public high school teachers.
The Mediating Role of Internet Addiction in Depression, Social Anxiety, and Psychosocial Well-Being Among Adolescents in Six Asian Countries: A Structural Equation Modelling Approach This study examines the associations of Internet addiction with social anxiety, depression, and psychosocial well-being among Asian adolescents. A self-medication model conceptualizing Internet addiction as a mediating role in relating depression and social anxiety to negative psychosocial well-being was tested. A cross-sectional survey. In the Asian Adolescent Risk Behavior Survey (AARBS), 5366 adolescents aged 12-18 years from six Asian countries (China, Hong Kong, Japan, South Korea, Malaysia, and Philippines) completed a questionnaire with items of the Internet Addiction Test (IAT), Social Anxiety Scale for Adolescents (SAS-A), Center for Epidemiological Studies Depression Scale (CESD), Self-Rated Health of the Nation Outcome Scales for Children and Adolescents (HoNOSCA-SR) in the 2012-2013 school year. Structural equation modelling was used to examine the mediating role of Internet addiction in depression, social anxiety, and subjective psychosocial well-being. Significant differences on the scores of IAT, SAS-A, CESD, and HoNOSCA-SR across the six countries were found. The proposed self-medication model of Internet addiction received satisfactory goodness-of-fit with data of all countries. After the path from social anxiety to Internet addiction had been discarded in the revised model, there was a significant improvement of the goodness-of-fit in the models for Japan, South Korea, and the Philippines. Depression and social anxiety reciprocally influenced, whereas depression associated with poorer psychosocial well-being directly and indirectly through Internet addiction in all six countries. Internet addiction mediated the association between social anxiety and poor psychosocial well-being in China, Hong Kong, and Malaysia.
Overseas Filipinos, the 2016 Philippine Elections, and the Internet as a Virtual Public Sphere The Overseas Voting Act, while still riddled with implementation problems, has provided overseas Filipinos, especially marginalized foreign workers, with the tool to inﬂuence policy and development priorities through suffrage. These migrant Filipinos, who are part of a thriving, vibrant diasporic public sphere primarily powered by Internet and digital technology, have been formed through decades of shared experiences of dislocation and are united through their cultural practices and expressions. This 10-million strong diasporic community, economically powerful because of their remittances, is now an emergent force in deciding the direction of national elections and determining the national agenda.

The Development of News as a Viable Format in Philippine Radio (1960s-Present): A Study of DZRH and DZBB This article traces the development of news as programming content in Philippine radio from the 1960s to the present. Two radio stations, DZRH and DZBB, were chosen for the study. Aside from their popularity among Metro Manila listeners, they are also similar in content (news and information-oriented programs) and have long histories. The case studies show the socio-political, regulatory, economic, and technological influences on the metamorphosis of DZRH and DZBB into news-oriented radio stations. Attention was given to the changes in news program format, news production, and the ratings and advertising of the two stations.
Framing the Population Debate: A Comparison of Source and News Frames in the Philippines This study compares frames constructed by two sides of the Philippine population management debate with media frames of the issue. Analysis was conducted through neural network analysis with the CatPac computer program. On the one hand, supporters of the policy use a 'development frame' which defines population as a problem borne out of people having large families; it is argued that unchecked population growth negatively impacts on development outcomes such as education and income. In the development frame, the proposed solution is to institute a population management policy that promotes family planning (contraceptive use) to help Filipinos achieve their desired family size. Opponents on the other hand use two frames, one which equates the policies with abortion, and another which argues that such policies will lead to a degradation of moral values. Results delineate the competing frames from both sides and show that the media frame reflects both views, but that the discourse is presented as conflict. Adapted from the source document.

Muckraking in Manila When midterm elections were held in the Philippines in May, the media scrutinized the process more closely than usual. In the aftermath of the previous national elections in 2004, the president herself, Gloria Macapagal Arroyo, had been accused of rigging the results. The Philippine press pounced on the story. Among the media outlets reporting from Maguindanao was the Web magazine Newsbreak. Its coverage of the scandal chronicled how the provincial election supervisor mysteriously lost the official paperwork with the municipal tallies. Not surprisingly, political corruption did not disappear. In fact, it was a corruption scandal that had forced Arroyo's predecessor, Joseph Estrada, to step down from office. The libel suits and the demise of Newsbreak's print version show that the Philippines is still a fragile democracy, where the struggle for independent journalism remains fierce. That Newsbreak's reports on corruption have nearly cost it its existence is, ultimately, telling of how far the Philippines has yet to go.
Open Access Is All Well?: Relationship of Media Consumption of Filipino Out of School Youth with their Subjective Wellbeing Studies on youth media consumption and its effects on their being have always been the interest of many studies all over the globe. It is because of youth’s importance in the society and the roles they will play in the future, most specifically the educated ones. However, in the Philippines, there is only little information about the out of school youth. This study aims to determine the media consumption of the out of school youth since they are one of the most deprived individuals on having sufficient knowledge about media and its effects on individuals. Among other types of media, television has the highest percentage of consumption among the Filipino out of school youth more than the Internet and radio. Using statistical methods, we relate the relationship of consuming a specific media to their subjective wellbeing. Findings revealed that not all media affects the out of school youth’s feelings of being contented, joyful, and relaxed, only specific media types affects such feelings. Overall, the study shows that the out of school youth and their consumption of media are indeed related with each other.

Shooting the Messenger: Why Radio Broadcasting Is a Deadly Profession in the Philippines This article describes the escalating pattern of killing journalists in the Philippines. It especially highlights the plight of radio broadcasters, for they are the most frequent victims of violence done to journalists by powerful individuals who had been subjects of critical media coverage. The article examines the causes and effects behind the continuing bloodshed. It describes the role of radio in Philippine rural society and explains the interplay among crime, politics, media ownership, and the prevailing social realities on the ground--factors that perpetuate the ongoing violence. Finally, the article explores possible courses of action that will help stem the increasing dangers among people working for the Philippine media.
