Faithful to Secularism by
Religion and democracy can make tense bedfellows. Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.

This book, based on extensive original research, examines the nature of Catholicism in the contemporary Philippines. It shows how Catholicism is apparently flourishing, with good attendance at Sunday Masses, impressive religious processions and flourishing charismatic groups, and with interventions by the Catholic hierarchy in national and local politics. However, focusing in particular on the beliefs and practices of young people, the book shows that young people are often adopting a different, more individualised approach to Catholicism, which is frequently out of step with the official position. It considers the features of this: a more personal and experiential relationship with God; a new approach to morality, in which right living is seen as more important than right believing; and a critical view of what is seen as the Catholic hierarchy's misguidedness. The book argues that this reinterpreting of religion by young people has the potential to alter fundamentally the nature of Catholicism in the Philippines, but that, nevertheless, young people's new approach involves a solid, enduring commitment and a strong view of their own Catholic, religious identity.

Struggling with Development is a study of the complex relationships among international development, hunger, and gender in the context of political violence in the Philippines. This ethnography demonstrates that gender-specific international development, which has among its main goals the alleviation of hunger in women and children and the raising of women's social position, has instead perpetuated the problems of hunger and gender inequality in societies.This ethnographic study of upland Ifugao social and cultural life in the Philippines portrays how Ifugao women's unequal relationship to men has been perpetuated by international development programs largely because development personnel tend to ignore ongoing processes of social inequality operating within local communities and between nations. International development programs leave local forms of inequality unchanged and sometimes increase social inequality despite their efforts to improve women's and children's social position and nutritional status. Examples and analyses of how local forms of inequality are ignored by international development programs are provided in the text. This book questions the international "women in development" thrust of some feminist and development scholarships and organizations.Lynn Kwiatkowski also demonstrates how health care has been used in a variety of ways by different groups to serve ends other than the reduction of hunger or illness, including religious healing and military and revolutionary healing generated during the internal political conflict in the Philippines. In Securing Paradise, Vernadette Vicu#65533;a Gonzalez shows how tourism and militarism have functioned together in Hawaii and the Philippines, jointly empowering the United States to assert its geostrategic and economic interests in the Pacific. She does so by interpreting fiction, closely examining colonial and military construction projects, and delving into present-day tourist practices, spaces, and narratives. For instance, in both Hawaii and the Philippines, U.S. military modes of mobility, control, and surveillance enable scenic tourist byways. Past and present U.S. military posts, such as the Clark and Subic Bases and the Pearl Harbor complex, have been reincarnated as destinations for tourists interested in World War II. The history of the U.S. military is foundational to tourist itineraries and imaginations in such sites. At the same time, U.S. military dominance is reinforced by the logics and practices of mobility and consumption underlying modern tourism. Working in tandem, militarism and tourism produce gendered structures of feeling and formations of knowledge. These become routinized into everyday life in Hawaii and the Philippines, inculcating U.S. imperialism in the Pacific.
Civil Society and Mirror Images of Weak States by
This book investigates theoretically and empirically whether and (if so) how state weakness influences the way in which national civil societies constitute themselves, using Bangladesh and the Philippines as case studies. A vibrant civil society is usually perceived as an important ingredient of democracy, but does this hold for civil society in weak states as well? What does civil society look like in contexts of state weakness? How much and what kind of political influence does it have in such settings? And are its actors really capable and willing to contribute to democracy in states where independent and legal bureaucratic institutions are weak? Addressing each of these questions, the author points the way to some hard re-thinking about the basis for and approach to development assistance to and via local civil society, with crucial repercussions for the ways in which international development assistance is designed and funded.
Human Rights and State Security by
In recent years, influential studies have shown that the activities of human rights organizations are central in convincing violating governments to improve their practices. Yet some governments continue to get away with human rights violations despite mobilizations against them. In Human Rights and State Security: Indonesia and the Philippines, Anja Jetschke considers the impact of transnational human rights advocacy on the process of human rights reform and democratization in two countries that have been successful in resisting international human rights pressure. Jetschke details the effects of campaigns waged by international and domestic NGOs, foreign governments, local opposition leaders, and international organizations. She argues that the literature on transnational advocacy overlooks the ability of governments to justify and excuse human rights violations in their public dialogue with human rights organizations. Describing efforts of international and domestic human rights advocates to protect the rights of various groups, the case studies in this book suggest that governments successfully block or evade pressures if they invoke threats to state security. Jetschke finds that state security puts into play a set of powerful international norms related to sovereignty--a state's right to territorial integrity, the secular organization of the state, or a government's lack of control over the means of organized violence. If governments frame persuasive arguments around these norms, they can effectively mobilize competing domestic and international groups and trump human rights advocacy. Human Rights and State Security shows that the content and arguments on behalf of human rights matter and provide opportunities for both governments and civil society organizations to advance their agendas.
